Benefit for Steve and Karen (Denny) Fall - Help Requested
A Cancer Benefit for
Steve and Karen (Denny) Fall
Karen was diagnosed with breast cancer in early November (just days after becoming a Grandma for the first time!). She recently underwent a successful bilateral mastectomy.
A new diagnosis, however, has indicated a very aggressive and invasive cancer. Treatment for this cancer will involve chemotherapy and radiation. Karen is a self-employed business owner (residential and business cleaning). Her treatments start January 4, and will likely mean she’ll have to scale back her cleaning accounts, resulting in loss of income. Medical costs alone are going to cause a significant strain for Karen and Steve, so we’re looking to you to help them out.
A benefit will be held Saturday, January 22, 2010, 12:00 p.m. until 4:00 p.m.

The cost per student had Cook with the lowest cost at $10,650,66 and an average pupil to teacher ratio of 14.04. Cherry was second with an average cost of $10,733.40 and an average student/teacher ratio of 14.80, with AlBrook third at $10,793.30 and a pupil/teacher ratio of 13.68. Babbitt-Embarrass was $11,456.36 and a ratio of 13.37, Tower-Soudan fifth at $13,656.64 and a ratio of 10.01, Orr sixth at $12,558.44 and a ratio of 11.44, and Cotton seventh at $13,967.29 and a ratio of 10.91.
These figures were actually audited for the school year 2009 to 2010 and showed a total district cost of $25,410,338.91. The report showed administration costs at $1,503,278.09.
Prior to the meeting, during the study session, a contingent from the proposed Tower Charter School appeared before the board with a report that apparently showed Tower was the fastest growing community in the northeast. Ray Toutloff, who is a member of the Bois Forte Council, spoke of the 16 new housing units being built on the Vermilion Reservation and said another 20 were planned, plus there would be building on the lakeshore. He thought the youngsters from the Vermilion Reservation would come back to Tower if the school stayed open.
The second item to come up during the regular meeting was the transfer of the 7-12 Educational Programs and students from Tower-Soudan to Babbitt-Embarrass and Cook for next year. This would, in effect, close the Tower-Soudan 7-12 school.
A vociferous contingent from Tower was on hand to argue this. A motion was first made by T-S board member Andy Larson to table this item. It failed on a 4-3 vote. A motion was then made to approve it. Several people from the T-S proposed Charter School were on hand to argue against this. They asked that the old portion of the school, plus the swimming pool be transferred to them. The ISD 2142 Board will look into this.
Then Tim Kotzian, who was on the board of the Tower-Soudan School District when it was brought into ISD 2142, spoke. He complained he didn't get figures on the district's operation. He said he wanted them before the meeting was over. Business Manager Kim Johnson immediately went to get them while the meeting waited. She said she had given the Tower group the figures before, but here they were again. More discussion followed, both on the floor and between audience members. The board finally moved to transfer the Tower-Soudan Education Program for 7-12 and its students to Cook and B-E. The motion passed.
The board also approved selling some property along Highway 65 in Chisholm to Richard and Debra Mayerich of Hibbing for $6,000.
The dates for the board meetings for 2011 were also approved.
Probationary teachers Allison Theil was hired for .2 elementary at Cook, Cathy Ann Anderson as Title I at Tower-Soudan, and Jessica Deal as Special Ed. at Orr for .4 FTE elementary LD/.2 FTE elementary EBD/.4 secondary EBD.
Sandra Mancini was hired as instructional aide at Cherry, Jim Boutto as in- school suspension monitor for Cook, Wendy Jordan as instructional aide at Cook, and Becky Constantine as bus driver at Cherry.
Shelby Slygh was hired as the assistant girls basketball coach at Cotton.
The resignation of Cook Site I Secretary Gloria Bartlett was approved.
The meeting finally adjourned at 7:45 p.m.

School Board adopts 'Plan B' for Tower-Soudan School At a special meeting of the Board of Education of Independent School District 2142, held Tuesday, Nov. 30, the future of the Tower-Soudan School was further sealed when the board voted to adopt Plan B for the Tower-Soudan School. The motion passed 4-2 with Andrew Larson of Tower-Soudan and Gary Rantala of Embarrass casting the dissenting votes. The meeting lasted nine minutes.
Plan B consists of the complete demolition of the 1917 section of the school building (which contains the boiler), the demolition of the second story of the 1935 addition and the demolition of the William E. Noyes Natatorium (swimming pool).Tim Kotzian was present at the meeting to explain the history of the Multi-Purpose Room, which was built by the City of Tower through an Iron Range Resources and Rehabilitation Board grant and was then deeded to Independent School District 708 (the TowerSoudan School District). He hoped that the Multi-Purpose Room would continue to serve in the same capacity as it is at the present time. He suggested that the formal entry into the school building, following demolition and remodeling, be on the west end of the building, with administrative offices near the entrance.
Troy Swanson, also present at the session, suggested an alternative plan for the remodeling and demolition and asked that the board reconsider its plans for the demolition of the natatorium.

St. Louis County North School moves ahead

The new St. Louis County North School that will be built north of Cook and south of Orr on Olson Road is quietly moving ahead. Opposition to the school is falling apart despite efforts from a small "No" Group led by the HAK Triad of Tower.
The ISD 2142 voters first approved a $78.8 million bond referendum to pay for the school by a 51 to 49 percent margin. This happened despite a one-sided crusade by one publisher from Tower.
The next roadblock was approval from St. Louis County Planning and Zoning over the plans for the new school, including wastewater handling. This was passed by a 7-1 margin after an initial tabling of it. The next roadblock was a Conditional Use Permit (CUP) hearing. The CUP was approved 7-1. All that remains is a variance. The rules for the property in question say it can't have buildings covering more than 2 percent of the land. This includes parking lots. Parking lots can be built with new materials that allow water to go through. Otherwise, the district could purchase additional land adjoining the property to handle this. In many parts of the county, this 5 percent rule goes up to 25 percent. This property, by the way, could get a license for items such as a hog feeding lot or even a nuclear power lot.
The opposition group recently held a meeting at the Crescent in Cook. They wanted the district to wait for them to come up with an alternative plan. This was their same request that they asked for six months ago. They were informed that plans are going ahead for this project.
The opposition group has wanted to have a Charter School in Tower. Their request was recently shot down by the Minnesota Department of Education. In their papers, they were asked for the names of two teachers and apparently the two they named weren't licensed and hadn't been for about four years. Since this group doesn't inform area newspapers of their meetings, the reports on them appear to be one sided.
ISD 2142 is going ahead as planned. Last week the student councils of Cook and Orr schools met to discuss the name for the new school, the team mascot and the colors. They will not make the final decision, but will bring their recommendations back to their schools for the students to decide. Whether this decision will be put up for a vote by the entire Cook and Orr enrollment areas is not known.
In the meantime, the new south school, the South Ridge Panthers, is going up fast. Walls, footings, etc. are all up. It will be in operation for the start of the 2011 school year.
Barring any expensive roadblocks by the "No" Group, the new St. Louis County North School could be in operation starting with the 2012 school year. For the 2011-2012 year, sports from the two schools will be merged into one, though.

Q-Comp, the process where teachers are rewarded for their accomplishments, became a reality for St. Louis County, ISD 2142 Schools after the regular board meeting Monday at 5 p.m. in the District Office in Virginia.Evaluation is a big part of this program. So far, only the International Falls and Proctor school districts in northeastern Minnesota use this program. It appears to be the wave of the future.
Study session coming up on Babbitt-Embarrass and Tower-Soudan remodels, Nov. 30, 2010 at 3:15 p.m.
Construction Manager John Henry gave his regular report on the new construction. Everything is under control, with walls going up for the new South School.
A long discussion came up next when it came to naming the Cherry School. The residents and students had voted 452 to 26 to keep it the Cherry Tigers. Apparently, the new South School has been voting on names and the name South Panthers was the big winner. There was talk of the new Babbitt-Embarrass-Tower-Soudan School changing their name to the Golden Knights. Finally, the vote was called for and the name change failed 4-2, so they will remain the Cherry Tigers.

Tower Charter School application shot down
Minnesota Department of Education Commissioner Alice Seagren notified the Vermilion Country School proponents in a copy of a letter dated Nov. 9, 2010, that their affidavit for a Charter School was disapproved.The letter was sent to Novation Education Opportunities (NEO), Bryan Rossi - Executive Director, Golden Valley, Minn. NEO would have chartered the new school. The letter is reprinted as follows:
Dear Mr. Rossi:
The Minnesota Department of Education (MDE) received documentation from Novation Education Opportunities (NEO) on October 25, 2010, in response to MDE's letter dated October 11, 2010, disapproving the New Charter School Affidavit (affidavit) for Vermilion Country School. As provided under Minnesota Statutes, section 124D.10, subdivision 4(b), documentation submitted by NEO was reviewed. We regret to inform you that the affidavit for Vermilion Country School is not approved.
The documentation submitted by NEO provides a point-by-point response to the deficiencies identified in MDE's October 11, 2010, letter disapproving Vermilion Country School's affidavit. However, the information submitted falls short of evidencing that NEO followed the new school review and approval process presented in NEO's approved authorizer application.
Please see the attached document for MDE's final analysis of information submitted by NEO regarding Vermilion Country School's affidavit. The document is organized by deficiency, followed by an analysis of NEO's response to each deficiency and when applicable, suggestions for improvement are offered. NEO is encouraged to implement suggestions for improvement when facilitating future new school application review processes and submitting New Charter School Affidavits to MDE.

ISD 2142 receives Conditional Use Permit from St. Louis County
Planning Commission regarding the New North School
Virginia, Minn. (November 10, 2010) – Independent School District 2142 has received another important approval in the process of building a New North School in Field Township. The St. Louis County Planning Commission today voted 7-1 to grant a Conditional Use Permit. In October, the Planning Commission had also voted 7-1 to not require preparation of an Environmental Impact Statement for the project.
“Today’s vote brings us one step closer to providing the students and families of the St. Louis County School District with the modern benefits of a new school on Olson Road,” said Charles Rick, superintendent of ISD 2142. “We thank the Planning Commission for its continued diligence in ensuring the school will not only be great for education, but for the environment as well.”
Rick said the district will in the near future request a variance from the St. Louis County Board of Adjustment regarding lot coverage. The date for that action is yet to be determined.

To the Editor,
I just attended the Thursday evening meeting of The Community Coalition Joint Powers Board held at the Crescent Supper Club located just outside of the Cook city limits and must admit I was quite surprised.
Mr. Tom Watson, a consultant hired by the Coalition, assessed the state of ISD 2142 and found that a lot of what the district has been saying for the past three years is basically true. He also found that the district is one of the more financially efficient districts in the area. He found that compared to surrounding districts using state testing criteria they do one of the better jobs of education. He found that when compared to the model charter school being touted by the coalition, the district does a significantly better job at education. In short, it seemed that his findings on most issues aligned more with the ISD 2142 view than with the Coalition view.
I agree that the environment necessary to promote community growth will attract new jobs and young families with children. Building this environment is the job of city and township governments. Educating the children that live in this entire area is the job of District 2142.
Only when there is job and population growth can the school system react to growth. In the meantime, they have to react to decline. Having an aggressive plan to deal with enrollment and revenue decline is overdue and the right course of action, and is the course the district has chosen. Consolidation of district schools is the only recourse to declining enrollment and declining revenue.
It is time for the coalition to focus on the job of creating a progressive community atmosphere. This is the job that belongs to the units of government the members of the Coalition were elected to represent. They should cooperate with the school district to help them do the job it is in business to do, which is delivering the best education to all of the children in the district.

I am still greatly disturbed, because the Coalition has wasted a lot of time and energy trying to block the plan that was voter approved. I am disturbed because they have diverted hundreds of hours of District 2142 personnel time from pursuing a full agenda of reforms aimed at providing a better education for the students in the district. The delay in construction of the North School caused by their actions will cost hundreds of thousands of dollars in extra costs that will translate into a lesser facility when it is finally completed. I am disturbed that the personal attacks aimed at individual school board members has made a difficult public service even worse. Public servants should not be attacking other public servants. It is just plain bad form and could backfire.
My hope is that after tonight, The Community Coalition Joint Powers Board will convert from a group opposing and obstructing District 2142’s plan into group that is actively working to attract jobs, provide affordable housing alternatives for young families and consolidating the services they do control in an effort to make northern St. Louis County an attractive place to live and a place for growth. If the district plan can be helped instead of hindered, there will be an improved educational system ready and waiting when growth does occur.

A negative declaration means the District's plan properly mitigates any significant environmental effects, Planning Commission questions related to wastewater treatment and stormwater management have been satisfied, that the EAW is approved with no changes, and that the preparation of an Environmental Impact Statement is not required.
“Both the MPCA and the Planning Commission were diligent in their environmental review to ensure that the New North School would not have any negative impacts on Flint Creek and the surrounding area,” said Charles Rick, superintendent of ISD 2142. “We look forward to continuing to work closely with the Commission as we work to bring a modern, new school to fruition for the people of this area.”

The future closings of the Cotton, Cook, Orr, AlBrook and Tower-Soudan schools was the featured topic at the regular meeting of the ISD 2142 board held in Orr Monday at 5 p.m.
Sept. 28th, 2010 ISD 2142 School District Babbitt-Embarrass Remodeling Planning Meeting
Meeting Summary/Viewpoint by Bud Herring:
The statement was made that there are needs and wants. There is some room
as to the prioritization of areas needing the most attention dependent upon the planning committee
but much of the money needs to be dedicated towards code
and other needed updates. Comments made on future availability of capital funding
due to less need at the other new and remodeled schools in the district in the near
term which will free up money for the Babbitt-Embarrass and Tower-Soudan buildings.
The school’s appearance will not be changing much physically from what it was in the past.
New windows are part of the plan. The remodeling that will be done will mainly be on the lower floor
and will consist of updating needed physical and technological improvements to classrooms and building needs.

Less of this "refreshing" will be done on the second floor other than code and heating control requirements.
Nothing will happen to the upper floor in case of later need for its use. This can be done at a later time if needed.
It will be maintained on a ready to use basis however. It will be heated over the winter but at a lower temperature
as it will be used on a more limited basis.
Shops (automotive,woods,metals/ALI) and the music/arts corridors will be maintained and “refreshed”.
The auditorium will remain open for school and community events.
Questions/Discussions that were brought up:
1) Fire & Emergency access to the building during peak usage times.
2) Traffic Flow issues and parking with school as it is currently set up.
3) Locker Replacement in certain sections of the building. Some were in pretty tough
shape, size an issue particularly on the high school end of the building.
4) Discussion regarding the baseball field, basically it is still under discussion in regards to the schools needs.
The school may still need the property owned between the old Bryant building and golf course yet so no sale
to the city in progress until thoroughly thought out.
5) Size of Flexible Science and Home Economics Labs? Number of learning stations enough?
6) Public Bathroom and changing area for swimming pool for increased use during other events.
Limited now because of sporting events going on at the same time. Want to increase public use of the swimming pool.
7) Need for automated lift systems for basketball backboards.
8) Question about the configuration of computer system being used for the educational workstations.
Discussion by Gary Friedlieb towards the end of the meeting that he was happy with the improvements in automation
systems and technology for education but also understanding of the fact that there was only so much money
to go around and that expectations should not become unrealistic.
